MINUTES OF THE PARTNERSHIP MEETING HELD AT THE BILLINGSHURST VILLAGE HALL

44.1 Declaration of Interest: - None.

44.2 Apologies for Absence:

44.3 Minutes of the Meeting held on the 14th February 2008:
Agreed & signed.

44.4 Matters Arising:
None

44.5 Financial Report:
Due to TB being on holiday there was no Financial Summary available, they will be included in next months report.

44.6 Projects:

44.6.1. Community

Youth:-
TAG:
DC - £500 worth of boxing equipment has been purchased, and Same Sky is
to provide an invoice for £500 which will use up the LNF grant.

We are expecting Scott to start coming into TAG twice monthly after the Easter Break. Before going ahead with this project, full CRB checks will need to be undertaken and approved. We are also going to suggest he approaches the BSRA about using the Pavilion after the group has been established, as Station Road Pavilion is to be demolished.

PP- BRSA welcomed the idea of using the Pavilion in Jubilee Fields to facilitate the TAG boxing project. DC- All the support needs to be in place before this goes ahead.

BilliRox:
Next gig 28th March

YES (Youth Enterprise Scheme:
Insurance issues are now resolved. Collecting a cheque from Saxon Weald next week and Keith Brown has asked JIF to contribute some money as well.

Initial paperwork has gone out to young asking for parental consent. We hare hopeful this will start after the Easter Break.

Lower Station Road Sports Equipment:
S106 funding has been approved on condition that Parish Council will take responsibility for repairs and maintenance in the 5 -10 year period. This needs to be discussed at next week’s property meeting. Also Parish Clerk wants to check whether planning permission is required. It is unlikely that equipment will be installed in time for the Easter holidays.

Skate Park:
Keith Brown reported that he had received a phone call, and a meeting is taking place to discuss further, and he does not think there will be a problem.

Elderly:-

44.6.2. Sustainable Hub:
PP - The first working group meeting is to be held tomorrow, 15th all are welcome.
They will provide an update of where they are in setting up the process and next steps.
It is important that we have PC involvement.
KJ- Proposed that we write to them and make this very clear. PP said he would action this.
Invoices have been submitted to SEEDA for £10,000 and HDC for £5,000.

44.6.3. Economy and Environment:
Chamber of Commerce:
KJ - JG and SD have worked extraordinarily hard over the past month to increase the membership which now stands at 39, and are on track to hit their target of 50 by end of March.

Web-site is up and running and we would like to ask the BCP if link could be set up between BCOC and BCP web-site. – All agreed.

PP thanked Nova Bridle for taking on the task of managing the BCP web-site; she is currently waiting the delivery of the CD from the current managers to enable her to get going.

44.6.4. Tourism:
KJ - The 5 Towns Brochure is now out amongst the 5 participating towns. This is an excellent brochure and has been produced to raise awareness with Tourists that there are other areas of interests in this location worth a visit other than sea side resorts

It is currently being re-printed and being placed in venues further a field such as Gatwick Airport and London mainline stations.

44.6.5. Arts & Culture:
Jubilee Fields Arts Event 26th April
DC - Arena – The Art of Sport, still waiting for Foundation for Sports & Arts funding (£30k).
In view of this we have decided to postpone the event to possibly 15th June. We are waiting to hear from BSRA that this date is OK. Also need to check it doesn’t conflict with the Billingshurst Show.

Denise produced the ‘Public Art Work Design Proposal’ from Same Sky. However, until we get the funding we will not be going forward with this.

The Juniper Tree:
DC- appealed for volunteers on the night 19th March – doors opening at 6.00pm. Although this has been promoted well so far the ticket sales are low. DC asked if all could promote the production all they could.

KJ- We need to really to understand why we have poor audiences with these productions. Other Villages seem to have greater success with full houses. Work needs to be done to understand why they do better than we do.

‘New Harmonie’ Concert:
They have been booked for Sunday May 18th at 3pm in the Village Hall
They will be performing Peter and the Wolf and two other pieces. We need to start promoting this.

44.6.6. C4C:
PP reported in Jacky’s absence – Work is due to start this week, however the bad weather has held this up. Things are at last on the move.

44.6.7. Sports and Recreation:
DS- Sunday April 6th is Cricket Force day, when work is done on the grounds, pavilion etc.
Also this year we are holding an auction and there will be wine tasting. This is an open day, where all are welcome to promote the facility.

Aurora Fireworks have approached the BSRA, and are holding an event at Jubilee Fields in October 2008 (date to be confirmed)

The BRSA are aiming to hold a monthly event.

PP- The Willow Trees are ready for planting, and asked DC if she has received the consent forms back to enable youngsters to come and help. They have not been received back yet.
PP said unfortunately we cannot delay further as these need to be planted now.

PP- Have applied for £5,000 from the Gatwick Fund for the drainage. Still need another £10,000 -DS thanked PP for the work that has been done in Jubilee Fields to overcome the drainage problems as there has been a marked improvement.

44.7 Members of and reports from other organisations or affiliations:-
44.7.1 BAIT:

PP- There is a potential problem looming as Paul Berry would like to step down from the role of Chairman. Also there is a need for someone to take the minutes of these meetings.

The fear is that if these posts are not filled there is a danger that this valuable team might fold.
If anyone knows anyone who would like to be part of this team, please let PP know asap.

44.7.2 Gardens Project:
PP - Gavin Collins has done some excellent work on this, and has produced 2 proposals for the Gardens layout to include the Ball Park and Youth Shelter.

This was achieved by breaking the project down to small parts which have been worked on by different people; this has then been pulled together by Gavin who has put these proposals together.

Weald School are happy with the Ball Park however have some concerns about the Youth Shelter and its location.

44.8 Action Plan:
PP – Action has been circulated for comment, as none have been received he assumes all are happy. Please provide all comments by 1st April as PP needs to get the Action Plan ready for printing and publication.

44.9 Xmas Billifest – 2008 (Saturday 6th December)
PP –As mention in last months minutes, it was requested by the PC that the next Xmas Billifest carries an English Market theme. 53 local suppliers have been contacted and the response has been poor. Only 5 have expressed an interest.

After further discussions with the PC a French Market has been booked. We would however like to see more UK people involved and they will be encouraged to take part.

SD to write to all Clubs and Society’s in Billingshurst to encourage them to also take part, so too will the members of the Billingshurst Chamber of Commerce.

The next steps are to hold the working group meeting to identify a theme and then start the planning. BCOC representative will be Nick Poston.

44.10. A.O.B:

Parish Annual Meeting:
PP- Parish Annual meeting is 17th May. Gavin Collins is keen that the BCP make a presentation regarding the role of the Billingshurst Community Partnership and the work they do. Unfortunately Patrick will not be available on this date and asked Ken Johnson if he would step in.

KJ- requested to know what the agenda is prior to the meeting.

BCP AGM:
The date was agreed for the AGM to held on 5th July in the Village Hall
PP asked SD for letter to go out to all Clubs and Society’s informing them of this asap.

New BCP Logo:
New draft Logo was handed round, however it was pointed out that whilst the design and wording was ok, the wording around the circle was not in the best order. The word Billingshurst should be around the top. Feedback will be given to JG for the changes to be made.

ICIS ‘Information and Innovation’ Event.
PP- This is being held on Tuesday 25th March in the Village Hall – 10.00am – 1pm. Light lunch will be provided from 12.15 onwards.

Supporting Community Groups:
This is a day conference where you can discover and experience the wide range of support and assistance available for voluntary organisations and community groups, workshops and question time will also be included.

Centralised Youth Facility:
PP suggested if PC are agreeable, suggest they invite all existing youth groups together to gain there thoughts. If it was possible to organise a central facility, would they be agreeable to move location?

Old Pavilion is coming down which could lead to a possibility, however there is no point in pursuing this if there is no interest or support from the WSCC.
