Minutes of the Meeting held on the 11th January 2007:

Matters Arising:
Table
tennis table not suitable for club use, therefore decided not
to go ahead and purchase.
35.5
Financial Report:
AB gave
his report which was accepted, the monthly financial report will
be attached to the final minutes of this meeting. £200 banked
from Parish Council towards Billifest.
Room
Hire for Village Hall paid in full, nothing outstanding.
Reviewed
annual insurance subscription from Action in Market Towns against
other providers, and found it to be a very competitive rate -
will go with this.
Website
requires more data transfer space, will cost £180. AB concerned
and raised issue that we are already over budget - payment approved.
AB asked
the Village Hall (Martin Reddin) to submit all bills for room
hire which the BPC agreed to pay, to them, before end of March.
35.6
Project working group progress:
1.
Walking & Cycling
All three
walks and attendant maps and drawings have now been electronically
copied by ourselves, Patrick and WSCC. After checking it is proposed
to compile copies within the next two weeks.
2.
Station regeneration
The WSCC
contact has taken early retirement..
Discussions
are underway with the Senior Manager and his proposals for making
progress are awaited.
3.
Village Transport Link. - (To be renamed BilliLinks)
Administration
of the scheme is changing as the team at West Sussex are being
made redundant. Horsham District Council will take overall control
but Billingshurst Community Transport may accept responsibility
for day to day issues (subject to being paid).
Following
the year's pilot exercise efforts are being made to broaden the
service and discussions are underway with Jakes Taxis. More effort
will be put into the promotion.
4.
Economy
The meeting
on 14th March is arranged and responses have been good.
Representatives
of Sussex Enterprises, Action in Rural Sussex and Horsham District
Council have agreed to be present by way of support.
A draft
paper outlining a possible car parking strategy has been given
to all Committee Members
HA advised
the Parish Council would prefer not to charge there preference
would be to issue time discs.
PP proposed
we call 'Draft Document' a 'Discussion Paper' . This would facilitate
discussion re: car parking - this was agreed.
John
Griffin questioned how great an issue car parking was in Billingshurst.
This is clearly more significant to High Street and Jengers Mead
shops.

advised the 'Discussion Paper' is intended to 'focus' peoples
minds on the 'right' issues

agreed to support as 'Discussion Paper'

Sports and Recreation (Burnt Row progress and BSRA)
No report
received.
6.
Care of the Young
Jackie
Gillard - WAKOOS - advised the Parish Council have agreed to positioning
of building and car parking. Plans have been submitted to Horsham
District Council for planning approval. Still £120k short
on funding. All grant avenues are being explored.

Elderly
Nothing
to report.
8.
Disadvantaged
PS reported
- Headway in West Sussex is set to launch 'Head Awareness Week'
which is a hard-hitting campaign aimed at those most likely to
sustain a brain injury.
Posters
supporting this campaign with an accompanying letter setting out
the statistics have been all the Senior Schools in the area to
highlight the dangers of DRINKING & DRIVING .

Arts and Youth.
9.1 TAG
Attendance
about the same - average 15 per week.
Some
boys are regularly attending street football tournaments in Broadbridge
Heath - Team Leader - Josh Wiggins who helps out at TAG.
9.2 BilliRox.
Regularly
attended by approx 150 young people – (20 crew & 7 adults)
Next
gig - 23rd March.
9.3
Table Tennis
Regularly
attended by about 15 -18 people.
Community
Grant funding received by HDC to buy more equipment and H Leisure
Link are currently covering the cost of the professional coach.
This group is open to all ages but, as ever, with an emphasis
on young people.
5 young
people are now playing on the County Tournament Circuit. Many
are working towards attainment of grades / levels.
35.6
New Action Plan
Action
Plan document and questionnaire as seen at February’s meeting
will be distributed to all parishioners with Parish Newsletter
week beginning 19th March.
It will
be launched at the Rotary Spring Fayre 31st March from
10.00am - 4.00p at Village Hall. Project Managers will need to
prepare 'Display Boards' depicting the successful projects the
BCP have undertaken for the community of Billingshurst. Need volunteers
to talk to the public on the day about these, and to hand our
the Action Plan and draw their attention to the importance of
completing the questionnaire to enable us to identify appropriate
projects for the future.
This
needs to be replicated for Annual Parish Council meeting on 11th
April at 7pm .again volunteers are needed to represent BCP
PP,
NP, DC, JG & SD to co-ordinate displays etc.

35.7
Members of and reports from other organisations or affiliations
BAIT
PB reported
- Parish Council had written to Chief Inspector Black asking if
the Dispersal Zone could be considered this year in the Station
Road areas. It was felt that it was better to look in to this
now rather than wait until the problems worsened in the summer
months.
An incident
was reported one Saturday where the power needed to be turned
off on the railway as youths were fighting. The Police were called
and dealt with the situation. This highlighted to the Police the
problems which might occur in this area. Extra resources were
made available which resulted in a group of youths who arrived
by bus (trains not operating) being turned around and sent back
from where they came from.
An attempt
to contact the Station Manager with a view to see the new CCTV
system has been made but to date there has been no reply. This
is causing some frustration as £15,000 has bow been spent
on CCTV however no full explanation of exactly what areas are
now covered is clear. The PCSO's have taken an action to take
a look at the system.
Speeding
along Station Road is causing some concern as is speeding in other
areas of Billingshurst. A request to Roads Policing Dept at Haywards
Heath has been made for traffic officers to spend some time in
the area.

Xmas event Wash-up Meeting
Parish
Council have agreed to pay outstanding amount of £200.
This
item can now be discharged - agreed.
35.10
A.O.B
1. Parish
Council have asked BCP Ltd if we would like to organise application
for Billingshurst 'SE in Bloom'.Agreed logistically not possible
this year but a nice idea in principal for the future..
2. Sports
& Recreation Association. PP received a letter from Chairman
Jim Burroughs advising that Dick Southward will represent them
at BCP meetings.
It was
agreed that PP should write accepting this, also offering a reciprocal
arrangement for a representative from BCP Ltd to attend their
meetings.

OD questioned whether any fee is involved. PP will query this.
OD volunteered
to be BCP Ltd representative.
3. TB
need to agree a date for AGM - Agreed date set for Saturday 7th
July.
