42.1 Declaration of Interest: - None.

42.2 Apologies for Absence:

Nova Bridle, Jason Russell; Geoff Lawes; Pam Spencer.

42.3 Minutes of the Meeting held on the 8th November 2007:

One amendment -

(Youth: Replacement Goal Posts & Basket Ball net for Lower Station Road Rec:

The total bill for two 5-a-side goal posts and caged nets and one basket ball post is likely to be in the region of £15,000 - not £65,000 as stated in minutes.)

42.4 Matters Arising:

None


42.5 Financial Report:

AB provided a copy of Summary of the Financial Report

Significant items:

Received £1,800 grant from BPC

Paid out various items for Italian Market, Road Closure bills are being paid directly to the Parish Council.

Ordinance Survey Item – Maps we produced this year - one off fee which was paid 2007

Nothing much else occurred in the last 2 months.

KJ raised a question regarding the Marquees, he thought they were free.

AB explained that 2 large ones were but it was agreed there would be a charge for the smaller ones.

Community Development Foundation appointed to deliver £130 million 'Grassroots Grants' scheme.

PP- advised Government Office unveiled the name of a new multi-million pound funding programme to boost local community organisations with much needed access to small grants and long-term financing.

'Grassroots Grants' will launch shortly with £130 million available from 2008 -2011 to strengthen the community sector. £80 million of which will be placed in a small grants funds for community organisations. .

The allocation of £130million to this scheme reflects the Government’s recognition of the vital role community organisations play in the strengthening communities.

42.6 Projects:

42.6.1. Community / Youth / Elderly / Disadvantaged.

  • Community: - Nothing to report

  • Youth:

TAG:

DC - Last meeting before Christmas had 44 in attendance. Discipline getting better but cannot be taken for granted.

Dodge Ball sessions planned for 21st Jan, 11th Feb and March 17th This is a great activity to burn off lots of energy and all seem to enjoy.

BilliRox:

December 14th - attendance quite low again – total of 93.

No operational problems

Need to get promotional material distributed earlier to increase numbers.

There seems to be a general fall in numbers of all gigs around the area. Need to target more young people.

Yo-Yo Club Night (Disco):

Attendance very poor. (28) All of those were from TAG only. This was very definitely the very last Disco we will do.

Youth Shelter & Ball Park:

Meeting of the Station Road Garden on Tuesday 8th January.

Design brief has been given to the designers for them to come up with two plans for the whole area. These will then go to public consultation fro 6 weeks.

Not likely to be able to do anything else with moving this forward as far as the BCP is concerned until after this time and decisions have been made by the PC.

Realistically, Ball Park and Youth Shelter will not be in place until next Autumn early Winter! Will not seek funding application until after consultation period at earliest.

Replacement Goal Posts & Basket Ball net for Lower Station Road Rec:

106 funding application submitted before Christmas. Correspondence with Howard Collins suggests we should be trying to get money from Youth Capital Grant fund instead. Usually requires the community to put some money into the project – however nominal. Parish Council have refused and I’m in discussion with Howard Collins to find away round this problem. Hope to have funding for this project by March 2008.

PP - 106 money- Money was placed in BSRA account. He suggested Denise go back to them.

The other money we were holding from AIRS – in the sum of £1,000 - £1,200 which they seem to think should be given back. Suggested we challenge AIRS as we have ongoing projects. DC confirmed that she is still in negotiation with them.


YES (Youth Enterprise Scheme:

Meeting on November 29th decided actions to be completed by committee members.

KBr and GC have contacted local organisations. Awaiting responses.

DC has made funding application to Saxon Weald Housing for £1000. Do not expect decision until February.

Start date anticipated to be end of January.

Table Tennis:

Numbers have been very low and have decided to change to Wednesday evenings in a bid to attract new members. We are also promoting through the Junior School. It is felt that some of the older ones who attend regard it as a social club and don't take the business of playing table tennis seriously enough.


Street Dancing:

A small number of sessions have been booked for Thursday evenings 7-8pm from next week (17th January).

  • Elderly: - Tony will be away for 4 - 5 weeks from mid February. Plans are in place to cover this absence and the lunch club will continue as usual.

  • Disadvantaged: - In Pam Spencer's absence there was nothing to report.

42.6.2. Sustainable Hub:

The first meeting to start things moving is to be held end of February.

Finance is in place:

£15,000 - existing.

£10,000 - 2008

£ 5,000 - 2009

£ 5,000 - HDC

BCP has been cast in the leading role by SEEDA, which will include sending out all documents.

The SEEDA document needs to be signed by the BCP. PP asked the management committee for agreement to delegate the responsibility for checking and signing this document to Ken Johnson. All agreed.

42.6.3. Economy and Environment:

Parish Plan:

We are involved in the planning and design. Document will be drawn up and various meetings will take place including public consultation.

Chamber of Commerce:

KJ - there are now 25 members, but felt he was hitting a brick wall to move this number forward. People are saying yes they want to join but not following up with application forms and fees. Felt that they waiting to see what happens.

Jengers Mead & Car Park:

KJ - There has been a meeting regarding the above, which was attended by 50/60 residents, to debate the issues, and some sensible comments were put forward.

There were many issues raised, from Parking Warden over zealous behaviour and signage not being clear, to the impact on residents living in surrounding roads which are being used for alternative parking clogging up roads, and also long stay parking for workers where various sites were suggested for this purpose.

It was felt that this is the start of a process leading to a Car Park policy for the whole of Billingshurst. It is important that BCP are involved and have a voice.

A meeting is to be held shortley when the HDC will be meeting with Mr de Savary, any points that we wish to make to be communicated to the HDC who are happy to take them forward for us.

A discussion took place as to the best way forward, and it was agreed that we need to work with Mr de Savary to make sure we are part of the planning, as we don't know what it is they intend for the area.

It is also important that the Chamber of Commerce form a voice, KJ and JG will raise this at he their next meeting on Tuesday next.

KJ- suggested a focus group formed by BCP, C of C, PC and other interested businesses,

and confirmed the PC were working hard and taking the lead in organising. It was agreed that PP, JG and KJ would take this forward with Chamber of Commerce.

BilliLinks

This is now being managed by BCT - Commission for Integrated Transport have appointed Matt McDonald to revue community transport. After the years pilot WSCC funding ran out and we were left in limbo. HDC have now picked this up and are funding the administration for a few hours a week.

We have small cards for youngsters to use and we need to hand out leaflets to advertise this service.

42.6.4. Tourism:

Town data sheet has been produced and being funded by WSCC. It is being produced by a professional body.

42.6.5. Arts & Culture:

Jubilee Fields Arts Event 26th April

DC - Not successful with Awards for all funding application (£10k)

Waiting for news from the Foundation for Sports & the Arts (£30k). If this is turned down the project will go no further due to insufficient time to make other funding applications. Will chase next week for a decision. If successful will approach organisations locally for small amounts of funding to make up the difference.

PP- If we are not successful we should consider doing something at a later date. Perhaps we could go back to HDC and WSCC and ask Howard Collins to seek grant providers and put something else perhaps smaller so that we do something in the open air over in Jubilee Fields.

The Juniper Tree:

Have booked this for Wednesday 19th March on KH insistence. She's keen to promote as she has been instrumental in commissioning this piece of work, especially for community halls and other small scale venues in Sussex. This is essentially a fairy story is for ages 6 upwards.

42.6.6. C4C:

JG- Current situation is - Wilmot have come in with a final cost of £900,000

County went out to tender: there is a contractor in the frame - £750,000 and they are confident they will get this agreed and signed off this month .Documents have been presented to PC for signature.

Due to the rise in costs we have lost the hard play area and canopy. We will need to pursue more funding to complete the play area

42.6.7. Sports and Recreation:

PP -Jubilee field's drainage - Jim Burrows is making progress as to why the drainage is poor.

The ditches are being opened up and progressing well, however we are running out of money we need another £15,000.

42.7 Members of and reports from other organisations or affiliations BAIT:

PP - The funding for CCT for Jubilee Fields is in place, and the suggested Bye Law is being taken up.

42.8 Action Plan:

PP -A draft has now been completed and has been sent to all for revue comments and suggested amendments, keen to get responses back asap as need to move forward.

JG- has been working on a new logo for BCP, as the partnership has moved forward and it was felt it was time to re-brand. It was agreed that he should take this forward.

42.9 Xmas Billifest - 2008

Funding has been pledged by the PC for 2008 - However they would like a 'Local/English' theme market.

PP. We should start planning early this year, he is looking for a working group to include representation from Chamber of Commerce and PC and would be pulling the first meeting together within the next few weeks.

42.10. A.O.B:

1. PP- Parish Newsletter has high profile and reaches all households within Billingshurst and is a good forum for communicating our projects to the villagers.

They are asking for any editorials to be sent in by 22nd February for the next issue.

Would be good to get something in on Youth ' C4C 'Elderly etc.

2. KJ - Village Hall - The licensing authorities have provided strict guidelines on the sale of alcohol on the premises.

No sale of alcohol is permitted without the appropriate licences.

We can no longer sell raffle tickets which provide a free glass of wine – this contravenes the licensing act.

3. PP - have received an e-mail from Rebecca Eborn for WSCC with an invitation to

West Sussex Alcohol Harm Reduction Launch and Stakeholder Consultation Event -

This is an all day event to be held at Billingshurst Village Hall on 7th March at 9.30am (9am for coffee – Lunch at 1pm)

Each year the annual cost of alcohol misuse in the UK is estimated to be around £20bn a year, some £300m in West Sussex alone.

The focus of this Strategy is to bring together all the relevant organisations and people to work together in ways that will reduce the harm caused by alcohol to individuals, families and communities.

The event is aimed at senior members, lead and senior managers from statutory and voluntary sector organisations who have an interest in this field, with the intention of launching a strategy document and engaging in dialogue about how individuals and organisations can contribute to its success.

4. C of C - Commented on BCP WEB-site. Some of the items, events for example are out of date, and it doesn’t seem to be updated on a regular basis.

PP- the site does need managing and we need to find someone who will dedicate some time to this.

SD - Nova Bridle has volunteered to help in any projects we feel she would be useful on, and this could be the ideal solution, as she is employed by IBM and is therefore fully conversant with all aspects of IT.

SD to send PP Nova's contact details too PP who will set up a meeting to discuss.

5. Parish Council Meeting - 6th February - Denise Campbell to attend on behalf of BCP
Jacky Gillard will also be attending. .
