Patrick welcomed both Helen Clark representing PC and Alison Robinson representing WSCC with special interest in C4C to the meeting.

47.1 Declaration of Interest: - None.

47.2 Apologies for Absence:

.47.3 Minutes of the Meeting held on the 8th May 2008:

Agreed & signed.

47.4 Matters Arising:

46.6.3 - A 1 day workshop is being held on 16th September – the date has now been changed to the 24th September.

46.11 - Bank Charges AB is meeting with the Bank this week and owing to the nature of BCP work Bank Charges may not be levied.

47.5 Financial Report:

AB provided a copy of the Financial Summary to all.

Significant activity to report:

£1,500 received from Gatwick Airport Community Trust and has been placed in the general account. Transfers of £198.47 to Fishing Lake and £271.80 to Burnt Row Wood, these are the last payments and these projects are now complete.

BilliRox:- The may gig only 10 attended, this is the first time for 2 years the ticket receipts have been this low and not covered the costs. AB invited questions.

KJ - Sustainable Community Project: We have £5,000 to come and we owe £7,500 to Woods for the Trees - with bills stacking up, we need to be aware of any other costs which need to be considered.

47.6 Projects:

47.6.1. Community (Youth/Elderly/Disadvantaged)

  • Youth:-

TAG:

KBr - TAG has been closed down for the summer holidays, and will resume in September. The early shutdown is due to lack of attendance form its members; this seems to be the norm at this time of year as they prefer to be outdoors.

YES (Youth Enterprise Scheme):

This is moving along with the support of the following Employers, who are providing work placements.

There are still 5 position to fill, feedback received from the various employers is very positive.

BilliRox:

K Br - Due to poor attendance at the last event (only10 tickets sold) a decision has been taken to postpone future events in the short term The reason for this is being poor attendance over the last three events.

Lower Station Road Recreation Ground:

At last the Goal Posts and Basket Ball Goal are being installed, work will s tart on Thursday 12th June 2008 and will be completed by Friday 13th June 2008.

AB - Fee has been paid for the planning permission which is currently before the PC.

Central Youth Facility

PP - 10 expressions of interest have been received, and a workshop is being planned for September to start to pull this together.

  • Elderly:-

AB - Unfortunately the Lunch Club had to be cancelled on Monday as there were only 2 volunteers available and no mini bus driver available.

This Monday (16th June) is going ahead although we are still suffering from no mini bus driver available, a decision has been made to use Taxi’s for those who need transport. The mini bus situation should be back to normal for the next few dates.

Attendance is generally down, due to various reasons. Will be speaking to various people to promote the club and encourage new members to join us.

  • Disadvantaged:

PS - Now have funding for a facilitator for evenings, and are currently looking to employ someone to manage the area of Human Resources with the relevant qualifications.

47.6.2. Sustainable Hub:

Sustainable Community Research Presentations provided the final feedback on 10th June,

SEEDA have provided most of the funding and they need to get a model they can use for other areas.

Final report will bring in the comments from these sessions which will be available for our next meeting.

47.6.3. Economy and Environment:

There is nothing more to do until the above mentioned report is made available.

Chamber of Commerce:

Car parking solutions, reported at last meetings of BCP, PC and COC.

Draft Paper provided by HDC has been accepted and the end result will be in the HDC Newsletter 23rd June 2008. Public comment will be sort. This will take time.

.47.7.4. Tourism:

No report as we are looking for a Champion to lead this project.


47.6.5. Arts & Culture:

Celebration of the handing over of the Olympic torch from Bejing - London

DC - On 24th August WSCC and WS Sport Association are holding a day of celebration to mark this occasion.

Picnics are being held around the County - 7 in total. Billingshurst has been chosen to represent Horsham District Council, which will be held on Jubilee Fields...

The allocated time is 2 - 3pm. Same Sky will be providing 1-2hours 'Arts Events' to include giant children's games, snakes and ladders, buckaroo etc. And will link in with other West Sussex Communities.

Have spoken with Jan Tilley and she thinks it is a good idea, and will take it to the rest of the BRSA committee.

DC will not be around that day so we will need BCP representative at their meeting on 2nd July for co-coordinating.

47.6.6. C4C:

WAKOOS:

JG - WAKOOS new huts are up and all is moving on – have made a visit and the layout is better than expected.

OFSTED have made their visit and were very impressed and have authorised the increase to 60 children for the day care plus 20 for breakfast and after school clubs.

Completion date is set for end of July.

JG has committed to move in 16th August, as she needs to vacate the old premises at the Weald School as they need to be demolished.

C4C:

Alison explained her position within WSCC and in particular the Billingshurst C4C project. and her work with the Early Childhood Service, explaining a children and family centre is a 'one stop shop' for parents - providing information and advice on a range of subjects which are intended to enhance the health and well-being of families.

There will be an outreach worker for the summer to visit each of the rural areas, visiting various organisations undertaking a GAP analysis and putting a package together.

PP thanked Jacky and Alison for the dedication and hard work they are putting in on this project.

47.6.7. Sports and Recreation:

DS - reported there will be a Fireworks event on 18th October in Jubilee Fields

Skate Park:

HC -advised everyone that the Property Committee are to link up with the BCP to move this project forward

HDC Youth Officer is supporting this.

PP asked has a new site been identified or is the plan to enlarge and improve the existing one. HC responded that this decision had not yet been reached.

47.7 Members of and reports from other organisations or affiliations: - BAIT

CCTV around the Village:

Proposing to bring back the roving cameras

CCTV is now installed at Jubilee Fields -New Cameras facing Fishing Lake and Car Park

Update CCTV in Jengers Mead and Station Road all of which is funded.

Litter:

Complaints about litter around the Village, have contacted HDC to ask Community Officers to monitor this.

PP proposed that a letter from the COC to the Fast food outlets to encourage them to keep the frontage of their premises clear of litter.

KJ said he would place this on the Agenda for the next meeting.

47.8 Action Plan and Parish Council Meeting:

PP. Picked up the comment from last months minutes made by KJ, that the Action Plan is too long.

KJ explained the need to produce a booklet that people will pick up and read.

47.9 Xmas Billifest – 2008 (Saturday 6th December)

PP - passed around the draft action plan to show that planning has started for this year’s event. We have been lucky so far with the Weather in previous years and perhaps we need to consider covering the high street to reduce the discomfort should we have bad weather this year. He will be speaking to Ben Mayhew who will assist with this work.

Although work is going on by a few, in September we need to come together as a group to move this on. We now have a robust COC and they need to be involved.

47.10. AGM: - 5/7/08

AB - has anyone spoken to Roger Moore regarding auditing the accounts for this year.

KJ - said he would raise this with him.

AS - requested all nomination forms to be in as soon as possible for election of new committee at the AGM

47.11 AOB

Landfill Tax:

OD - Have you received funds from Landfill Tax

PP - Yes

Gardens Project:

Arrangements have been made to have a stand at Billingshurst Station to present the plans/ proposals for Station Road to the people.

PP asked for a volunteer to help Gavin Mortimer-Cooke with this presentation.

Keith Brown volunteered to help and agreed to contact him to agree arrangements.

Billingshurst Show:

PP - Volunteers needed for Sunday 22nd June

PS said she would arrange gazebos etc on Saturday and deliver on Sunday morning early

Sandy. Tony and Owen will assist PP on the stand.

Volunteers:

PP and DC visited Sun Alliance as they are running a scheme with their staff to encourage volunteering and community work.

It was a very productive meeting with them, and we should be able to draw some help for some of our projects.

Youth Offending Team are interested in providing help from their youngsters as part of their reparation work with young offenders.
