MEMORANDUM OF UNDERSTANDING
WORKING RELATIONSHIP
WITH
BILLINGSHURST PARISH COUNCIL
1 The Parish Council is responsible for monitoring the
work of the Partnership.
2 All projects will be submitted to the Parish Council
for comment.
3 The Parish Council may request the Partnership to amend
project details that are submitted to them for approval
prior to implementation if those projects are deemed to
be the responsibility of the Parish Council.
4 The Partnership will make regular reports in writing
to the Parish Council in respect of Time, Cost and Quality
of active projects and any proposed alterations to the Action
Plan.
5 Where the projects are deemed to be, or become, the responsibility
of the Parish Council the Partnership will have delegated
authority to implement such approved projects and where
it uses the services of third parties in pursuance of the
project objective the actions taken must be in line with
Parish Council practice.
6 The Partnership will not hold any monies obtained to
implement projects but vest such monies in the appropriate
body, with the approval of the Parish Council.
7 Monies obtained by the Partnership cannot be authorised
for spend without the approval of the Partnership Management
Committee and counter-signed by the Project Co-ordinator.
8 The Partnership will have its own secretariat to govern
and record its affairs and will run meetings independently
of the Parish Council.
